What is it?
LiderA is a voluntary sustainability assessment system for construction, which can support the
development of sustainable solutions and in case of proven performance, can attribute the certification
by the Portuguese brand LiderA – Sustainability Assessment System
How did it appear?
It emerged as part of an investigation initiated in 2000 by Manuel Duarte Pinheiro in the Department of
Civil Engineering and Architecture of IST, with a view to designing a system that supports, evaluates and
contributes to environmental management and the sustainability of built and under construction,
including buildings. LiderA is a voluntary sustainability assessment system for building, which can support
the development of sustainable solutions and in case of proven performance, can attribute the
certification by the Portuguese brand LiderA – Sustainability Assessment System.
Which are its purposes?
Be a distinctive brand, Business to Business, the environmental performance level and the sustainability
of the construction. Business to Consumer (v4).
How is it organized?
The system is based on a set of 6 principles of good performance in the search for sustainability involving:
Local integration, resources, loads, quality of service, socio-economic experiences, and sustainable use. It
is implemented in 20 areas and 40 criteria, in which the built environment (including the built
environment) is evaluated according to its performance on the road to sustainability. The different
performance values (thresholds) are derived from the level achieved and the type of use.
To who is it designed?
Promoters, Municipalities, Designers, Contractors, Project Managers, Construction Customers.
What does it assess, guide or certify?
Houses, buildings, areas and developments: residential, tourism, commercial, service, or other, at any stage of its life cycle. Can be evaluated from the area (multi-building) to the fire.
What levels does it have?
The system classifies the performance from A to G, with level E representing the current practice and level
A, in many criteria, corresponds to a performance about 50 % higher than the E level.
How is it applied?
The representative of the development should seek to adopt solutions that have an environmental
performance superior to the existing practice in the criteria (that it considers appropriate), as well as to
have proof of the values to be achieved. In particular situations, a specific development and adjustment
may be made for the undertaking concerned. It is advisable to carry out a pre-certification evaluation.
What steps must be taken?
In a first phase, the standard application is (1) the scope precision, that is, contact with the development
team, with which to determine the type of enterprise, its characteristics and if it has the thresholds and
levels of performance appropriate, scope and steps to be taken; (2) program and agreement; (3)
implementation of solutions and collection of evidence; (4) independent verification of evidence and levels found; (5) performance and benchmarking proposals; (6) attribution of the certificate / recognition
by the LiderA brand and follow-up.
What costs are defined for certification?
Costs depend on the type and size of the development, the process involved, which may consist of development support in terms of environmental management, prior assessment and certification.
The values to use are one of the two most favourable possibilities:

» 150 € + 1 € m² ABC + VAT
